Class code 7538 is used for employees that perform electric light or power line construction work, including drivers. This classification is all-inclusive and will cover personnel performing a variety of work such as the setting of poles or towers, the overhead stringing of cables or high tension wire, the installation of circuit breakers and transformers on poles or towers, and any incidental excavation and concrete work that may be required as well. The installation of floodlighting at stadiums and parks is also included. Additionally, contractors who engage in both overhead and below ground line or cable installation are included within class code 7538, so long as work is done manually and without the aid of automatic equipment that digs a trench, lays the cable, and backfills the hole in one operation.

Exclusions from this class code are those contractors who engage in right-of-way work that that is similar in scope but not directly related. Examples include tree removal work, brush or clearing right-of way operations, and landscape gardening functions. When classifying workers to this class code, it is also important to follow the extra-territorial classification guidelines for each worker to ensure that they are properly classified.
